Form 10 is a manifest for the movement of hazardous and other waste, to be used within India only. It is one of twelve hazardous waste forms that are used by importers, exporters, transporters and recyclers to comply with India’s Hazardous Waste Management Rules (HWMR) 2024.
What is Form 10 used for?
Form 10 download effectively records the details of what hazardous waste is changing hands, who the sender is, who is transporting it, and who is receiving it. The sender certifies that the contents of the consignment are fully and accurately described on the form by the proper shipping name, and that the wastes are correctly categorised, packed, marked, labelled, and in proper condition for transport by road according to applicable national government regulations.
Copies of these details are kept by the participants and shared with the relevant authority, which in most cases is the State Pollution Control Board (SPCB), although this may include its foreign equivalent if the sender is based overseas.
Who needs a Form 10 manifest?
The sender of the waste needs to prepare and sign seven copies of the manifest in the form, which are then either retained by the sender, or distributed to the transporter, receiver and relevant SPCBs. In cases where the hazardous or other wastes is likely to be transported through a transit State, the sender needs to inform the equivalent SPCBs of each State about the waste movement.
Form 10 rules and requirements
No transporter can accept waste from the sender for transport unless it is accompanied by the signed pink, orange, green, blue, and grey copies (copies 3 to 7) of the form 10 manifest. The transporter then needs to submit copies 3 to 7 of the manifest, signed and dated, to the receiver along with the waste consignment.
After accepting the waste, the receiver needs to hand over the orange copy 4 to the transporter and send the green copy 5 to their SPCB. The receiver also sends the blue copy 6 to the sender. The pink copy 3 is retained by the receiver. The grey copy 7 only needs to be sent to the SPCB of the sender, if the sender is in another State.
What is the Form 10 colour code?
- The white copy is forwarded by the sender to the State Pollution Control Board.
- The yellow copy is retained by the sender after receiving the transporter’s signature.
- The pink copy is retained by the receiver.
- The orange copy is handed over to the transporter by the receiver after accepting the waste.
- The green copy is sent by the receiver to the SPCB.
- The blue copy is sent by the receiver to the sender.
- The grey copy is sent by the receiver to the SPCB of the sender, if the sender is in another state.
